The Banking Crisis 2012

Britain’s total debt was £5.494 trillion  or 392% GDP in Oct. 2011 (Institute of Economic Affairs). The Government reckons it as £2.422 trillion or 173% Gross Domestic Product.

The debts belong largely to the financial sector and should have been met via bankruptcies within it.

It may be necessary to create new, clean banks and move to them. Beyond the control of swindlers. The power to create money has to be taken from banks. The Parallel System could foster new answers. It needs activating by Electors.

The first concern is attitude. Conventional politics is about self-righteousness.

Parallel Politics is about what we can do ourselves to build anew and better, to upgrade, to design and make stunning products and services and, above all, to change ourselves, as necessary. It has no time for or patience with blamers, whiners, free-riders and the work-shy. It attracts solvers of problems, those willing to develop new possibilities and ready to do whatever is needed.

By creating more wealth. By reinvention. By pooling volunteer brains. Not fearing short-term hardship or testing. For, when we take command of our destinies amazing things can happen.

Precisely how?

Discover fresh solutions within ourselves and between ourselves! Offering resources to each other next. Based upon convincing plans. Away from official sticky hands and bankers. Sharing goodwill and know-how for pleasure and for free, for a fair period. Deciding to do “the impossible”. Using war-time spirit. Making a fun-filled adventure out of raw, potential disaster.

The Challenge: What can you achieve (yourself, your friends, family or team, your town or district), beyond all expectation, in 365 days? How can you grow as a individual too, in experience and in character, not just income, in the same time?

The direction and choice is yours. What can you transform or make superb? At home. For others. In other ways. Gather and cook your best ideas. Do not limit yourself! Be bound by nothing and no one. Expect and plan the most inventive and rewarding period of your life! Focus on possibilities and opportunities, not difficulties. Improve your ideas, daily. Avoid old grooves and cul-de-sac habits. Rethink. Use new methods. First, outline. Later, detail the adventure. Begin now!

Join a group with the same determination. Register your intentions privately. Tell us your goals, if you wish. Say when you start. or re-started. Perhaps, giving names with addresses of referees, chosen by you, to guarantee the accuracy of your results. What shall we do with your information? Probably, little or nothing. Likely, file it. It is yours, not ours! You can change plans. Twelve months on, show us the results! Say if you would like them published by us. Start from any situation or handicap. Get totally committed and passionate. Adapt as you go. Keep going! There are no actual rules here beyond what you know is superb, legal and moral. There are no creative limits, except those imagined. A new life awaits you. Decide to walk towards it. Turn dream into exciting, practical reality.

Here is the new public sport! We can fight a double-dip depression by “total” reinvention, individually, in volunteer teams, using the hidden talents of people from all ages and backgrounds, indeed worldwide. For eventual, mutual astonishment and delight.

Hard work, maybe! Lots of fun, though! Totally worthwhile, because you perform at your real best, when you are your real self! So, it may well benefit your health, too!

You can start with “nothing”! For, rich ideas are all around us. We have to re-focus, to notice them. Use the website. Get the backing of others! Empower yourself and them. (This Charter began as “nothing”! Its Proposals are fledglings that must learn to fly. With more eggs hatching. Each started as an idea. Keep pushing forward, regardless!)

You could take a minimalist approach. Imagine you are a mixed seed packet full of surprises! How many unexpected and surprising “flowers” can you grow and “sell”? Nurture seed-ideas! Turn them into amazing-plants. Then offer them! Swap them for better ones. Suddenly, one super-bloom demands your full attention. Congratulations! Now you have begun on the next stage. For, not everyone will love your new flower. It has to win in the market-place. It has to be marketed. Maybe another flower, so-far undeveloped, will change into a glorious orchid, sought by many. Grow your ideas! A number will fail. Many! That’s normal. Others will cross-pollinate and surprise you.

Some people may want to contribute by offering prizes, without any strings attached. (The real prizes are internal, of course.) But encouragement helps. Ideas need legs. Other people need help getting their first, rough ideas. Some want ideas developed. The target is to make your ideas world-class! This requires, over time, extraordinary quality in every detail, judged through your Customer’s eyes. What is wonderful to you may seem valueless to others. So, make it better. Until it is irresistible! Get help to make it so. Then, you too will be delighted. Keep pushing! One starting secret is to use whatever you have, tangible or intangible, and who you are as a person.

Following-through is key. Even so, if you make a basic mistake, the very best idea in the world may be stillborn, wasted or forgotten. So, total reinvention is much better! It includes personal growth as well as growing an idea into a concept. Then, a lovely product or exciting service will grow far better! Developing the back-ups needed.

Incidentally, The Electors Charter began as emotion: anger. Its main thoughts came in a flash, around February 1992, (the time of the European Union’s Maastricht Treaty), which totally ignored the wishes of sovereign Electors. My ideas, some, decades-old, were recast. Shattering, amazingly-creative dreams followed. This particular section was from my outline course called Opportunity Unlimited forty years ago, abandoned because of the death of my mentor. I parked the Charter project, too! I did not want to step into the cow-pie of politics or compose some primary text. But, nobody else, it seems, realized how a Charter from the People can enable us all to retrieve our lost power and to grow more! Or that it could recast politics. So, I urge you to recycle old ideas. Use the best and graft quite new things to them. You will be surprised! Age has very little to do with it. (OK yes, maybe some variety of insanity does help.) Attitude is everything! It’s the engine that lifts you above the darkest clouds.

You have the same 3 pound or 1.36 kilo brain as everybody else. It is how you use it, trust it and reward it that matters. It’s your best friend and on duty for every moment of your life. You have been an entrepreneur since birth! Whatever your job, or lack of one or even of money, you can astonish yourself. Your beliefs always set your limits. Run your life, rather than others and circumstances do it for you. Become so valuable over time to others that you can fix your terms, if you need to.

The purpose of “365 days” is to begin. To get momentum. To break through all initial fear and self-doubt. To not feel or stay isolated. To love re-inventing almost anything. Especially, yourself. Finding how to be much more flexible, mentally and physically. Helping others do the same.

Redesigning our Future by Towns (P12)

What have you got to lose, do you say?

Re-phrase that! Say aloud: What could I gain?

And give?

Yes, your talents!

You reckon you haven’t got any?

You are in a state! What about goodwill? Have you got any of that?

Aha. You have!

Let’s start with that. Let’s start with the belief that there are other people around who have some of the answers you need. You just haven’t met them yet. So, how about some ideas to meet them?

Such as?

Well, as many people have similar challenges to you, we need a way to bring them together. With others, too. So, here is one.

I call it Town Challenge. It is Proposal 11 organized locally. But more than that. It starts with Aberystwyth, Wales, where I am. Miles from everywhere, some may say. No major industry. Dependent upon its university.

Ideal! Let’s make it a magnet for new ideas. Make it the imaginative epi-centre of Wales!

In fact, while we are at it, let us be truly territorial and take a slice off England. In a non-racist way. And from Scotland too! Look at the map of Britain and be ambitious! Draw a new border-line from top to bottom, making Aberystwyth the floating ‘capital’ of Britain’s West. (On a kind-of shared basis!) Everything west of the motorways M5 and M6 is ours, stretching from Torquay in Devon to Carlisle in the North. (Don’t worry! The British Government won’t even notice, as they concentrate on London and all that.) Then, we acquire everything west of the A474 motorway to Glasgow, (which we add for convenience sake and to get it free of Edinburgh). Then, all west of the A82 and using the convenient geographical divide from Fort William to Inverness and upward. Add the Isle of Man, the Orkney and Shetland islands and we are almost done.

(OK! OK! The Scottish Parliament is more awake and would notice what we are doing. But they have the good Scottish sense to realize that we in the west need to band together!)

So, what have we got? The less-rich part of Britain. The most beautiful, too. The area with the most potential for new thinking and digital inventiveness. A Digital Valley. Share brains! Offer resources! Channel incoming investment. Make it the zone to visit for conferences, holidays and redesigning our common future. And more.

The EU won’t like it? Tough!

So, we can start with Town Challenge in Aberystwyth. (I must remember to ask the population!) But anyone in Wales could join in the creativity. And anyone in our new ‘territory’, from the south-west to the north-west can participate and make it what they like. (Joint creativity is part of being a democracy!)

As for Aberystwyth being the “capital”, I mean it in a fun-flexible way. In rotation, with any other towns and cities in the west that decide to go creative and are really up to the mark. Decided by some sort of public vote. (Hey! Letting people decide their own future might catch on!)

What about the rest of Britain? Well, we would spread the word about Town Challenge. Sending missionaries. We could send ambassadors to London. We can twin towns. We can compete for the Best Town in Britain, if so inclined.

Dream bigger, rather than focus on staying small!

Actually, as there is no divide in the digital world, I would make “west” to include “the West”, so, by invitation, adding as part of a specially-creative, fun-commonwealth, Ireland, Iceland (which has a fabulous democratic history), Canada and the USA. And perhaps others will join.

All for starters, of course. Acquiring territory is addictive. Ask the EU.

The future? “No one knows what the future will bring.” are true words. But by not designing our future we fix its shape to one of perilous uncertainty and potential chaos!

By deliberately finding ways to work together creatively, we can do far more than we ever realize!

Publicity? No one knows about these ideas. Only a handful know of The Electors Charter. (Although if our spy organizations do what they apparently do, somebody in London and Washington may be aware. If so, I send my seasonal greetings to them!) With 2012 five days away, I need to publicize the Charter and The Daily Difference blog! Anyone inspired to help, please do so!

Because this Charter has grown too long, I shall publish a much shorter version by the 31^st December.

Part III: Command from the People

The time has arrived for Electors to “rule” as intended: by choosing, cross-checking, and correcting, each selectively, as rulers do. Parliament has its job. Electors have theirs as employers of the State, of businesses and organizations: applying the united brainpower of an enterprise-democracy to upgrade society and its systems.

In reality, 650 Westminster MPs cannot properly represent 60,000,000 unique persons in their needs, know-how, experience, and creative thought. Representation becomes a delusion: a political dis-empowerment and economic abuse. It has enabled our take-over by the EU and being bled by financiers. For us to lodge our entire faith in such a Parliament is to collapse our intelligence like stars into a black hole.

The antidote is Parallel Democracy, which releases the educated capacity of society for public business. The Ultimate-Service Union triples the People’s authority, linking Electors Together, Taxpayers Together and Customers Together. The nemesis of the EU is Super-Democracy. United People enlarges the system. Parallel Democracy is made into an agent and bailiff service by the People. They make it an Inspector-General, compelling excellent behaviour by government and other organizations.

The branches of Government are many. Power is taken by dividing and ruling us with a bewildering range of agencies with ever-altering purposes. They are irresistible and incorrigible, until they are matched by greater power with superior authority.

Is this a take-over of government? No. We regain control. Democracy is government of government by the People! We re-establish that fact. Second, the unseen purpose behind democracy is the flowering of our very best talents as individuals. It is not electing a government, which Representatives, in self-interest, place first!

The question arises, could (or would) the The Compendium or United People replace Parliament at some time? No! Unless Parliament lost its mind completely or its actual physical existence. Then possibly, “No” could and would need to be: Yes. For, it is a back-up, by intention. Parliament’s presently-claimed status cannot stay the same! Electors will no longer tolerate its untrustworthiness. Their contribution cannot be held inert, bottled by the Parties for 4 years, then added as a kind of sauce at Election-time for their exclusive benefit. Parliament has been found out.

The EU will be corroded by The Parallel System: no Electorate authorised it. (For, had one done so, the EU would have bowed to their supremacy.) Its leaders assumed millions of Electors were too stupid to devise a superior solution. Massive cynicism was installed. In extreme crisis, the backbone of genuine loyalty is missing. There is no better unity or purpose for a collection of democracies than real democracy. The EU bites into our sovereignty. But, we alone have the Right to digest government and State, with other centres of power. The EU, the giver of “rights”, has no right to exist!

Electors, Taxpayers, and Customers in global association may tackle gross power imbalances with true legitimacy. Politicians like to divide this Big Three. In Parallel Democracy, we link arms to re-integrate their triple democratic rule.

Representative Democracy, historically excellent, actually cuts democracy in two! In ancient Athens, the men (only) met regularly to settle public business, including war and taxes, by their votes. We, for originally practical reasons, send individuals whom we know virtually nothing about to the capital to act in our interests. Based on trust. Which proves unfounded. Sovereign citizens are treated by parliaments as irrelevant. Parallel (or Super-) Democracy helps restore democracy for still greater purposes.

We do not argue that “rule” by the People guarantees wisdom. It does not! Arrogance and stupidity are universal risks. We do argue that taking away electoral sovereignty by bogus democracy, as the EU does, shows why correction by Electors is essential! Rule by the People exercises responsibility and teaches citizenship. The more power rulers possess, the more vital it is for Electors to scrutinise political action, Taxpayers to check accounts, and Customers to measure value. The Westminster and Brussels-Strasbourg Parliaments are hamstrung by design. They give only an air of democratic legality, while plundering resources for the EU and those behind it.

We do not say every man and woman should vote on everything, Athenian-style. We require more say in ultimate matters. We say: around 60,000,000 British brains, with millions globally to consult, are sometimes more likely to find answers and policies, given a Parallel System, than 650 MPs or less and 730 lords and EU-empire officials. The complexities of government, business, markets, science and technology, compel us to ask: Can a very few individuals, a President or a Prime minister, run a modern state effectively? (Let alone a continent!) And be engaged responsibly beyond it, too? Parallel Democracy opens up possibilities. It is not legislative. It is inventive. Giving independent oversight. With annual votes available for Electors.

It will be asked: “Why do not Electors, Taxpayers and Customers use the democratic tools now available? Why do they not write to or visit their MPs?” Many do so, with zero effect! About the EU, MPs do not want to hear. They know! Government powers grow inexorably and threateningly. Where is the needed counter-balancing growth of control by the People over MPs, government and bureaucracies? How could shrewd correction come from the Parties that voted this situation into being, who maintain it, and via the EU extend it to their advantage? It cannot come from a declining Press.

The Electors Charter consults the People! The Charter of Fundamental Human Rights and the intended EU Constitution were foisted on us, with no intention of correction. This Charter is under electoral control. Electors world-wide are invited to improve it. And add key documents to it.

Some (hasty) readers may respond by saying: Surely, Democracy is …Democracy! What is so different between Representative and Parallel (or Super-) Democracy? It is quite true, there should be little difference! It is because the current system is corrupt and incomplete that a corrective System is needed. So much difference then becomes apparent that we can say PD begins by being all that RD is not! It consults, listens, collects and weighs information from the public and acts responsibly. It is a means to “Control, Correct and Command” those serving the public, who are not up to the task. At low cost. Simply. Informally as possible. (Though, politics is never just simple!) It registers what is exceptional and better and promotes it, as necessary. It intends to do better than RD. By friendly competition, raising standards.

[Addition to the original text: Parallel Democracy, generally, keeps itself apart from conventional political party debate and discussion. Which is a waste of energy, drawing attention to the main parties that are redundant. It has other work to do.]

The 8 Elements of Parallel (or Super-Democracy)

Sovereign people Command and Control by: Choice, Cross-Checking, Correction, Creativity, Converse and Co-operation. This fresh meaning for converse [with a 1st syllable emphasis in pronunciation] is wider and deeper than debate or conversation. It is serious mental cultivation: social, personal and political. (Latin, con-versation, to keep turning-over. Chambers Dictionary) So, Con-[together]verse [turn over] issues.

Parallel Democracy is informed politics with maturity and integrity: calmer, deeper thinking and longer discussing. Skeptical of Representative Democracy, as it is now. Distrustful of monopoly press and broadcasting. Requiring hundreds of blooms rather than half a dozen. Parallel Democracy is to straighten what is crooked. (As is the job of rightful rulers: namely, the People. It is the first purpose of genuine democracy).

THE 2 SYSTEMS COMPARED

Parallel Democracy nurtures the needs of successful groups: openness, honesty, honour, curiosity, encouragement, genuineness, trustworthiness, imagination, freedom to be wrong, respect, patience, clarity, knowledge-exchange, adventure, discovery, empathy, reverence for truth, prompt, effective action, surprise, fervency, understanding, fun and all other rich Ultimates, latent in citizen-goodwill. Or, it is nothing. It reaches the parts no representative and no federal politics can reach. It is more profoundly of the people, by the people and for the people. It magnifies then obeys the inward laws of conscience. It delights to serve. These values mould its actions.

Representative Democracy flatters all voters: the lazy and industrious, the wilfully-ignorant and the willing learner, the outright bigot and careful thinker, the exploiter with the nurturer, the cynic and the considerate: one man, one vote. It is 2-dimensional: politicians and people, government and governed. So, it frustrates, and cannot tap, of right, the generosity behind democracy, which is its main drive. It sucks up goodwill with little in return.

But there is a 3rd dimension, our unique, personal potential, like a secret gold-mine within all men and women. It may be completely undiscovered until inspiration, focus, and passion are linked with purpose, courage and encouragement to fulfill our supreme role in life. Here is real El Dorado [not that mythical land of abundant gold described by Spanish explorers] for this new millennium! Governments, predatory by nature, are wholly trespassers upon it.

Parallel Democracy is not for rivalry but excellence and “exquisition”, (making exquisite: those degrees beyond excellence). In our political family, is the ‘child’ or ‘wife’ more important than the ‘husband’? It depends on who you ask, and when. They serve one another! Family life is about joint growth. Parliament and monarchy are our venerable, respected, political parents, who have brought us to maturity. Now graciously, we need to fulfil the extra responsibilities of inheritance. Politically, we have come of age. (Critics have other views about our political parents. But our parents are our parents.) Blaming them for the actions or inactions of their ancestors is moralistic posing. Only by learning and giving respect, within our constitutional family, do we deserve respect and grow more united.) Sovereignty needs humility or it is made contemptible by arrogance and show of power.

AGAIN: WHAT PARALLEL DEMOCRACY IS

Parallel Democracy re-entrenches the authority and power of Electors. It is a way to regain and use the goodwill and latent talents of citizens for worthwhile goals. It citizen-watches government and organisations worldwide. It brings answers more than problems. It encourages, experiments and puts superb suggestions from the public into action, if necessary. It helps them devise extra income for themselves and widespread improvement. It is smart, mutual-help with unrestricted citizen-enterprise to add benefits personally, commercially, nationally and internationally.

Longer-term, it may begin businesses to tackle screaming problems, launch youth and educational services, rehabilitate ex-prisoners or addicts, investigate and publish via new media. It needs no EU right or State permission. It uses rights, opportunities and responsibilities inherited, that democracy confers. It embodies good citizenship.

It is not for lazy complaint or self-indulgent spasms. It is not to belittle or undermine Representative politics, but re-shape it from the bottom up. Parliament gains support to tackle stubborn problems. Citizen-power is realised, but stays an un-drawn sword. It attracts mature participants and repels all fools. Windbags, whiners, bitter critics or abusers of public goodwill, fail its standards and exclude themselves. It is not to grasp but to give and to achieve consummately, building shared advantages.

It taps the experience of the owners, funders, and testers of our society. For, that is what Electors, Taxpayers, and Customers really are! They can offer Parliament a triple heart-bypass. They can go to the core of matters, use specialist skills, consider new methods or higher standards, design new disciplines, and get better results. They become a national grid of intelligent power to boost both public and private life. They extend self-government and by beliefs and actions seed renaissance.

NOTES ON TERMS
[Well over a decade old. Written for the concept stage. Several topics removed in this Short version. Found in post (W), Archives, December 2011]

Sovereignty, the primary word of politicians, is ultimate legal authority. They claim it. They use the self-serving device of the ‘sovereignty of Parliament’ to grasp it. By it, they grant, themselves and it, powers as gods. Only because we have enabled them to do so. In fact, politicians are powerless, penniless nobodies, until ennobled by Electors with lent and limited powers. Electors are sovereign till they die. Parliaments exist by their say-so. Power flows from the People, who either use their ultimate authority, title, legal right and power, or get abused! Party politicians are beggars acting as princes. Our task is to cross-check and correct them. Citizens have ultimate authority as a life-long internal asset: externalized, confirmed and anchored by the Vote. History records rulers conferring charters, rights and privileges, on temporarily favoured, much-needed followers, with powers taken from them initially. The EU’s Charter plus Constitutional Treaty do this. But, in reality, our personal sovereignty is non-transferable! Always, we must confer power in part only. We must perpetually adjudicate. No one: monarch, State, government, institution, or temporary leader, can appropriate our power “legally”. A legislature daring to transfer our powers to others, without unmistakable and lasting public concurrence, sets about annulling its own rights. ‘Rule by the People’ encapsulates democracy. It invalidates both the EU Commission and all EU structures. It shakes the foundations of disloyal Parliaments. It makes reform, by the responsible action of the People, possible. It totally condemns the three current parties to the disfavour of Electors and to their possible dissolution.

Democracy is a mechanism to control and moderate government. It is not token representation with slowly-diluted electoral authority. By Parallel Democracy real control is possible. A wider avenue is cut for conscientious citizenship. Representative Democracy has drawbacks in an age demanding ever-faster personal judgement and self-government. Parallel Democracy harvests the minds of the willing electorate, without adding one straw to the back of our creaking system. It develops several extra, load-bearing institutions. It is a growing-device. It stretches and exercises the latent talents of Electors, Taxpayers, and Customers: key synonyms for the aware and responsible community. It re-attracts Electors’ lost goodwill. It helps Parliament to govern governments. Consequently, by merit and right, greater power can return to the rightful owners, reversing a long disconnecting trend. We add double-checking controls and underscore the principle of government inferiority. One day, key buildings of parliamentary democracy in Great Britain, Europe and elsewhere, may be destroyed, as may palaces and ancient landmarks. Making Parallel Democracy operational becomes important, as an installed back-up. After a devastating crisis, it is an instinct to rebuild as before, as Churchill did. But, our present democratic form is not the ultimate one in history. It is one stage along our path. The new system, active, and dispersed throughout the population, would be resistant to attack. As a principle of citizen-responsibility, it could become indestructible. Politics and democracy carry too much historical baggage for simple meaning. Now with Parallel Democracy, a more contemplative, less-impulsive companion is presented. Its noun converse is neutral, calmer, and skirts tradition.

Earth was lent to mankind: to individuals, not governments!

Just as The EU Charter and Constitution have been used by politicians, their officials and constitutional lawyers, as irresistible levers to prise government by the People from the hands of the People, so The Electors Charter is the progressive mechanism by which the People deliberately regain, improve and keep it.

EU bartering was done by Ministers for decades, purposely without a mandate from the People. Now MPs are in peril.

Today we detect the first phrase as self-serving. Note the words sovereign control. Note also that we are to maintain it.

A draft for public consultation

THE ELECTORS CHARTER exposes the cause of the decay of Representative Democracy. It re-establishes our inherent rights. We are sovereign over governments, not vice-versa. It introduces Parallel (or Super-)Democracy as an inventive back-up system, giving citizens massive extra leverage.

THIS DECLARATION associates Electors world-wide against misgovernment and abuses of power of every sort.

WE, THE CITIZENS OF THE COMMONWEALTH OF DEMOCRACY, hereby re-assert our inalienable, sovereign power, which is ours in stewardship, and not by Government gift of rights at any time, whether from elected or from unelected persons.

This same power, our forefathers lent, in part, to various leaders and governments, in the form of authority, goodwill, resources, and skills, for clear and agreed purposes. Over time, their borrowed authority and key resources were kept. Their ownership rights faded, and were long ignored.* Today, that sovereignty, now ours, is claimed by nation-states and lusted by all political Unions.

Our inherent authority was attested by our fathers, in blood and by their faith, in many struggles. It is enshrined in the Vote itself. We reclaim all regulating power that is undeniably ours, not forcibly, as was taken, nor arrogantly, as has been held, but with passion, conviction, and vision, resolving to use this power with sound judgment and all due respect. Never to lose it again!

Parallel Democracy opens our title deeds, confirming our authority over public business. By it, we shall straighten our bent Representative Democracy till it runs parallel to our wisest thinking, our finest desires, and our profoundest needs. We shall shape our world for which we are responsible, not be driven by ambitious governments or businesses for short-term gain into long-term disaster.

Thus, we give notice to all parliaments, assemblies and senates; to all officials, politicians, advisers, lawyers, lobbyists, and to all who touch our democratic system at any point, and to all businesses and organizations serving us, that a new political age begins. That: we Citizens are the Owners, Funders, and Testers of our politics, economy, and society. We shall rule and judge government, whatever lawyers’ words are woven to confuse or lessen the fact.** We shall examine their books, because they are indeed ours. We shall monitor and lift all standards within our domain of duty and responsibility.

This day, in full support of law***, we declare ourselves free of rotten representation and imposed powers that refuse to honour the sovereignty of the People in accordance with this Charter. We call Parallel Democracy, methodically, into being to re-establish, entrench and exercise our supremacy.

 * In some countries, people were crushed by wars about supremacy, succession, territory or by penal taxes. Some became serfs, tenants on their own land, for generations. Original freedom, fairness, and self-rule became lost memories. But sovereignty continued to belong to each suppressed individual. It belongs to each capable and aware person today, in or outside a democratic system

** It is the trick of drafting lawyers to reduce sovereignty over time, via thousands of unrelated cuts, in regulation and law, to give the State or others possession of our money, property and future, and to put increasing obligations from the State upon each individual. Elected politicians legalize these impositions without asking us. Who permits the State to exist? Who re-assesses it? Parallel Democracy restores supremacy to the People, enabling them to shackle the dangerous pretensions of, and slim the size of, their Nation-State, which in the passage of time is temporary.

The “Court” of Public Opinion (P10)

UP [United People, P9] will have offshoots. Some, before its formal birth.

E.g., An evidence-gathering, international ‘Court’ is needed for serious matters constantly avoided by governments. A super-ratchet, that can be applied by Electors, working in balanced teams globally.

Instead of government-picked judges, commissions or committees, Investigative Juries run Inquiries, in agreed chunks, with outstanding volunteer advisers and researchers. Story-boarding their gathering evidence with visual brilliance and documentary clarity, till most facts are irrefutable. With new, high-quality videos and presentations added. Combined as one Full Report of well-grounded and considered Public Opinion.

Rather than protest groups struggling alone, willing expertise is offered as one newly-assembled, internationally-vetted whole. For a re-born, up-graded issue. Each element crossed-checked, independently, in all main languages. Enabling the People to get at the truth quickly and with confidence. Facts that no government can escape.

Some lawyers will think this a trespass onto “their turf”. Whereas the opposite has been so, for too long! The People are sovereign in oversight. Power, government and law belong to them. They embody a Supreme Court. The Court of Public Opinion is a common expression for non-legal, democratic review. It needs sharp, stunning reality.

MAJOR REASONS TO SUSPECT U.S. GOVERNMENT CONSPIRACY

Governments plan, plot and conspire by nature. They misuse public money constantly.

To call someone a “conspiracy theorist” is just a ploy to prevent the Government’s own conspiracy theory being cross-checked. The role of the People is to check government, in both senses. The supporters of the US Government in this matter are themselves dedicated, official conspiracy theorists!

Americans seem impaled on the spike of national loyalty. Their belief and trust in their president’s leadership was triggered. Repeated images of the attacks weakened doubts and installed emotional and mental compliance. War claims, stated repeatedly by the authorities, at the height of emotion, activate their response. (Long used in mass-marketing). We friends, who are more distant, can question the facts without fear of disloyalty. Backing-up friends, who backed us in the past.

How is it that 1,647 brave architects and engineers have combined to declare that the official explanation is false? Such quality of professional expertise would impress a court! Honest governments do not fear their Electors’ questions. They race to show their truthfulness.

Is the US System of Government a Fraud?

The Federal Government with Congress should say: “We have nothing to hide! Have all the facts and proof you want! If you need more, we’ll get it! Fast! This is why we take your sons to war! And ask allies to send troops, too. We will answer under oath all issues! To close the matter! Thank you, as watchful citizens, for safeguarding democracy!”

Otherwise, the USA has shed its declared role as the moral leader of the Free World! For, 9/11 redirected history, intentionally. Congress appears wedded to this gigantic fraud against the People.

Explain these things to us, convincingly.

No one was court-marshaled or impeached for letting four hijacked planes to go unchallenged in the skies of America for 1 hour 28 minutes and hit landmark buildings, including the Pentagon, the heart of the US defense system! Why? What is more grave politically or militarily? NORAD, [North American Aeronautical Defense Command] we hear, was ordered not to intercept, by vice-president Cheney! True? The rules for Air Force interception were changed just months before. Why?

No public servant is punished! The People are! Their civil rights are cut via ‘Patriot’ Acts, literally unread, driven through Congress in hours. Democratic scrutiny denied! Two wars launched. Estimated at $3.7 trillion. Damaging the economy. A bonanza for the armaments industry! Possibly 1,000,000 non-American lives lost. Over 3,500 American. Compare the numbers of those actually killed on 9/11. It was 3,339! Something wrong? Add in 7.8 million refugees created. Include 62,000 citizens in New York, harmed by the lethal dust and virtually abandoned medically by government.

Explain these suspicious matters

Excellent-quality witness testimonies of multiple explosions, all unconnected to, or prior to, the crashes by the two planes, given to the Commission by 118 victims were excluded from its Report! One of many serious omissions. Fifteen men in Sub-Basement 1 were lifted off their feet from a violent explosion below, 5-7 seconds before they heard a distant explosion above, from the colliding aircraft. If caused by Al Queda, why not in the Report!

The Pentagon refuses to provide more than edited seconds, from 2 of 85 CCTV cameras, that fail to verify a real airliner hit! Why just a 12-foot [4m.] hole, initially, in photographs and video? A shy Boeing 757? Folding wings? Or a missile? Officially, the wreckage was vaporized! Including titanium in the engines. Scientifically impossible! Such a miracle needs a public inquiry! We are groomed, by government and media, not to ask commanding questions!

The deliberate “pulling” of Building No 7, the third skyscraper, same site, same day, was ignored in the 9/11 Commission Report! Pulling means controlled demolition, and was the term used twice by the leaseholder of the buildings in an interview. If true of No. 7, why not the Towers alongside? Each fell in about ten seconds! So, similar. All re-insured for $3.6 billion, six weeks before. $7.2 billion was claimed. (Two plane-hits: two events.) $4.577 billion paid out! Worth an Inquiry?

What of workers beset by molten steel on-site, two months afterwards? From “office fires”? Another miracle! What of the missing gold stored under the Twin Towers for New York banks? At the cost of one day of war, a Full Inquiry can solve these mysteries! In fact, far less. The two wars cost Americans $30 million an hour! So, no excuse.

If the US Government will not fully answer its citizens’ questions, why should they support it?

Explain the Government breaking its own laws and regulations

Building 7 housed CIA, Secret Service, the Justice Department investigating corporate fraud in New York, the SEC (the financial watchdog over Wall Street), the IRS,  and Department of Defense. If anybody knew it is illegal to clear a major crime-scene, they did! During the clearance, all access by scientists was blocked! About 99.5% of the steel was shipped to South-East Asia. Most, within weeks. Lacking evidence, scientists had to get steel samples from pieces gifted to peace-sites! Evidence of explosives was found in them!

How could the Fire Department of the NY Port Authority, (claimed by the leaseholder of the Buildings), possibly lay explosive charges for such a masterful demolition of No. 7, a top-security skyscraper, in a total of four to five hours? Despite smoke and fire. Why not wait a day or two?

NIST (National Institute of Standards and Technology) is the Federal agency that “sets standards”. Responsible for a scientific inquiry at the Twin Towers, it says it never tested for demolition! Yet, it is standard practice in such cases. NIST’s long-promised Report on the fall of Building No 7 was expected in 2008! Involving about 200 specialists full time, it has not reached acceptable conclusions. The 10 tons of restricted nano-thermite needed, was beyond Al Queda’s ability to get from military laboratories and place with skilled precision. Unnoticed. Plus an estimated 100 tons of conventional explosives. Full access to lift areas for weeks would have been needed. This was given to “workmen” months before. Security staff and sniffer dogs were taken away, for “re-training”!

Odd in the extreme!

Marvin Bush, President George W. Bush’s brother was a principal of Securacom, the company responsible for electronic security at the World Trade Center. Astonishing? Worth clearing up?

Wrong word! “Collapses” did not occur!

The words collapse or fall turn our attention from this fact: No normal collapse turns 1.2 million tons to dust in seconds! Or steel into 30 ft. (10m.) lengths ready for transport. Or propels 20-ton beams like missiles into buildings 4-500 feet away. Collapses or falls do not drop nicely into their footprints three times, without skilled preparation! Not a total 275 floors, each as big as a football field.

No natural building collapses occur in 6+,8+ and 10 seconds, “at free-fall speed” with no resistance! Not in two hours from fires, in twin buildings, each a quarter of a mile high! Built to absorb a Boeing-707 hit. Concrete and contents were pulverized! Bodies disintegrated. Amazing what the government and media do (and not do) together, to block daylight from the public!

What a coincidence! That the day before 9/11, a congressional inquiry asked Defense Secretary Rumsfeld why $2.3 trillion “cannot be accounted for” by the Pentagon’s budget department! Perverted justice?

In a New York court case, 5 April 2011. A Pentagon army specialist declared that, although she escaped via the hole made by this “plane”, “she saw no signs of an aircraft- no seats, luggage… or human remains.” She, April Gallop, asks why anti-aircraft defenses were not used, or warning given to Pentagon staff? The Twin Towers were hit twenty minutes before! Is she an inexact “conspiracy theorist”? Those who believe the US government, and who call others “conspiracy theorists”, need to ask why one of three judges was Judge Walker Bush, first cousin of President George W. Bush! How could her legal counsel’s protest against such an outrageous conflict of interest be overruled? Yet, it was! Why did the ex-President not insist his cousin retire from the case? Or why did the other judges allow such apparent injustice? Or, US legal associations not pursue the matter? Or the “Justice” Department? Or vigilant Representatives? Or Senators? Or why has the main US media not screamed in fury from the housetops? If accusers would answer these ten questions, it would be appreciated. Blind trust of government is not good enough by any democratic citizen!

If it was a commercial airliner, there is no way she, who was about 40 feet from the entry hole with her baby, could have been unharmed by unprecedented heat from a “vaporised” plane! How can the US media not expose this nonsense? Was it because their trustworthiness was bought-out with their stock? April Gallop told Governor Ventura that she was afraid for her life. That she had been told to stay silent. Others were so ordered.

Do we have a new “Evil Empire”, based in the USA? Because if, using the expected and incoming attack, planned-for in war-game exercises, (running on 9/11 also), leaders risked the lives of  people in the Twin Towers, and then millions of others in wars they intended, we cannot trust US “democratic” leaders, until these matters are satisfactorily cleared!

Abuse of power

Seventy percent of vital questions, submitted by victims’ widows, were never asked! The Commission had the power to require testimony on oath and chose not to use it to probe the very top witnesses! At first, the Administration refused any Inquiry! Reluctantly, $3 million was allotted. With a remarkably-short time-limit. Fixed by those with things to hide. ($100 million was used to expose President Clinton’s sexual behavior.) President Bush chose Henry Kissinger to lead the inquiry. But a 9/11-widow confronted him about his Saudi Arabian clients and possible conflict of interests: asking if the Bin Ladens were among them. He “squirmed”. He decided he was too busy to be chairman. Later, the budget was $13 million. The President and Vice-President would only assist the Commission if they were heard together and not under oath! The many efforts to frustrate investigation, before, during, and since, fully justify the term “cover-up”!

The term “conspiracy theorists” identifies loyalists, who seek the truth. Determined to make their democracy work.

Governments have all the resources to be scrupulously honest and accurate: finance, manpower, expertise, records and lent authority. They have no intention to be so!

The Parallel System in this Charter can provide scaffolding for emergency repairs to the system. Later, it can add institutional extensions, to publicly-required standards. The Court of Public Opinion (COPO) can be one part.

OTHER MATTERS FOR THE COURT OF PUBLIC OPINION

COPO could investigate the Bush plan to make Mexico, the USA and Canada into one monetary area, without public vote. The dollar ditched for a new currency, the amero. Obscenities of extreme wealth: In Madison, Wisconsin, 5th March 2011, film producer Michael Moore said that just 400 Americans have more wealth, in cash, stocks and property, than half the people in the US: 150,000,000. It is “a financial coup d’état”. Sen. Bernie Sanders, Independent, Vermont, emphasized in Congress, 30 Nov. 10: “In the USA in 2007, the top 1% made 23% of all income. (More than the bottom 50%)…Between 1980-2005, 80% of all new income went to the top 1%. And the top one-tenth of 1% earn…12 cents of every dollar.” Whose side is the media on? Not their customers.

Over $1trillion a year from narcotics is laundered legally via Wall Street banks. They are excepted in banking legislation. It is claimed that the CIA/US Federal Government has used its planes and agents to import drugs over a long period.

The House just passed the National Defence Authorization Act (NDAA), including a provision to authorize worldwide war, which has no expiration date and will allow this president — and any future president — to go to war anywhere in the world, at any time, without further congressional authorization. The new authorization wouldn’t even require the president to show any threat to the national security of the United States. The American military could become the world’s cop, and could be sent into harm’s way almost anywhere and everywhere around the globe.

Before the vote, the House debated an amendment that would have struck [out] the worldwide war provision. That amendment was introduced by a bipartisan group of representatives: Rep. Justin Amash (R-Mich.), Rep. John Conyers (D-Mich.), Rep. Walter Jones (R-N.C.), Rep. Barbara Lee (D-Calif.), Rep. Jerrold Nadler (D-N.Y.), and Rep. Ron Paul (R-Texas). Given the enormity of the proposed law, you’d expect the House to debate the amendment to strike it extensively, but that’s not what happened. The amendment was debated for a total of 20 minutes. Our fathers, had to go into battle for democracy and had to disregard their fear. They changed their future by joint action! If we betray each other, across the Western world, we lose freedom and security, that democracy gives.

We see our American friends apparently bled by political crooks and their reputation dwindling. Just as the slaughter of the Red Indians in the 19th century was to lasting shame, so wars and mass-slaughter, linked to the 9/11 events, and now used to attack anywhere, will destroy the USA in world opinion. It will encourage rising States to copy and do worse. The industrial-military + political + banking + media-complex compels Americans to keep serving it. They die in defense of it, more than of themselves!

Part II: Correction by the People

Preface

If Parliament disappeared in smoke, what would happen to its constantly-claimed sovereignty? Nothing! Because we, the People, are the full and Ultimate Parliament! The democratic system is ours. So, who else should monitor and improve it?

A back-up and cross-checking System is now opened called Parallel Democracy. Also named Super-Democracy. Parallel, for it runs simply and separately beside the present system, without damaging it. It innovates not legislates. It focuses what goes unused: Electors’ intelligence and citizenship. It is Super-, over and above, as its job is to regain rule by the People. It is higher in its standards, exceptional in purpose.

It trumps the EU’s ‘supra’-rule, which is democratically-illegal, shaped to prevent real electoral control. Because, by definition in a democracy, whatever diminishes or outflanks democratic control is illegal and is the duty of each member of society to both oppose and overcome. Parliament must share exclusive rule with the People. Gaining much. The Parallel System is a new way to organize wisely and hold restrained mastery.

Long ago, Parliament was developed to authorize taxes, and then to control the king. At first, for the rich. Later, for the People. Parallel Democracy is to curb Parliament, replace the EU, end misuse of electoral authority by representatives, get excellence in politics and trade, rule money creation, grip taxation from start to finish, build wealth with responsibility and duty, optimize democrats individually, innovate intensively in public matters, re-establish lost liberties, raise standards across the board and remodel the rudderless West. These twelve comprise electoral “rule” today.

Public Scope

How do Electors regain what is theirs under democracy? First, by their own Charter. Only a counter-Charter can nullify the Charter of Fundamental Human Rights, with associated documents: the Constitutional Treaty, laws, and institutions. They were all designed to circumvent the People’s authority. To block their choices and control.

In response, the People must require Parliament to honour their superior sovereignty in landmark law, making the State their employee. They have to assert their decisive, collective authority in politics and the economy, in new ways.

The following Proposals launched in procession, truly shake official power fundamentally, and build our own, lastingly.

Twelve Proposals

The Compendium (P1)

We need new ways to take part in, and exercise our power and responsibilities in, democracy. Else, others fix our future. We need an on-line “House”, to confer wisely and productively at any time. Here called the Compendium.

The Compendium is for vigorous citizenship, ingenuity and innovation. It harvests our finest suggestions, insights, know-how, offered talents, services and spare resources. It runs discussions, investigations, debates, polls, courses, channels and projects. Explained by Proposals 3-12.

Parliament legislates. The Compendium innovates. To re-empower us.

The Compendium is feather-light in cost. Making proper use of free Internet services. Creatively, it may start often with apparently nothing. That being a skill many of us must re-learn.

It complements Parliament and the Representative System.

The old meaning of compendium is: a collection of books or best thoughts. (The Latin roots mean weighing together or evaluating. The new meaning is a collection of Electors’ talents and best ingenuity. A new institution: to gather and use them for personal, mutual or public benefit. It provides space for wiser counsels. It backs-up our Representative System.

The existence of the Compendium will make Parliament raise its standards! A permanently-upgraded Commons, in turn, will help keep the Compendium on its toes! Electors can no longer afford to tolerate second and third-best. The media will have to upgrade, too.

The Compendium challenges us all to reach for higher standards and helps us do so. (See P11)

The Super-Commission (P2)

A guiding body is required to help bring all connected with Parallel (or Super-) Democracy into being. Not to boss, but enable. Who, when, where and how, is now open for discussion.

Its function will be to ensure no bullying government or powerful interests, can manipulate the Parallel Democratic system, whether using public money or their own. For, they will try!

The title Super-Commission will stick up the EU Commissioners’ noses. Being loftier than theirs. But, we never appointed them by election. Or, ever, agreed or accepted they rule us! We disown them!

The (3-part) Ultimate-Service Union (P3)

Here the purpose is to apply our little-used power as Electors, Taxpayers and Customers.

1. As Electors, we are Democracy’s watchdog, with millions of eyes and teeth. To get fair play, warn, bite, grip and recover stolen property and defend our territory fearlessly. The drift of EU legislation is slowly to make us toothless.

If we organize as Electors Together, we are more than a Citizens’ Watch! We use the intelligence of these islands and beyond. We can design and test better solutions. Being as inventive as we need be. We get a unique forum and creative ‘laboratory’.

2. As Taxpayers: We pay and stay dumb. MPs fail on the job. Billions and trillions are too great to entrust to them, officials and financiers alone! Our role is to check and oversee where our money goes! To get wealth-earning and tax-gathering made easier. If we form Taxpayers Together, we will oblige the Treasury and HM Revenue & Customs to run an exquisite tax system or be replaced.

We work: to be freer of the State. Revenue is ours, never its or theirs. “No taxation without representation”, an 18th century concept, today changes to: No spending of taxes without transparency! Understood. Agreed in advance. Not, after the money has disappeared.

3. As Customers: We discipline all trade. Businesses and trade unions have long organized. We did not. “Consumers” exist to swallow product! But we can decide to buy together, complain creatively together and switch support together. We can care together, too. Customer-care’ is really 2-way! Who better to help train staff to perfection than customers? At a fair fee. As Customers Together, we can shake-up businesses, organizations, trade-unions and government. Then, quite correctly, “the Customer is king”!

So, the clout of one part of, or the combined, new Union is persuasive! It has this dynamic formula:

Electors Together + Taxpayers Together + Customers Together = huge political and economic leverage for improvement.

The three parts counter-balance Government, Business, and Trade-Unions. The Ultimate-Service Union amounts to a sharp trident of residual authority. Each prong is to coax or prod sluggish or bothersome officials and systems. Securing our goals by more, let us say, penetrating methods! The three acting internationally, amplify our authority. Dissipated or lost support, political and economic, can be regained. Conferences and added services, some free, would self-finance.

The Ultimate Service Union may become a trading company, a conglomerate, a multi-national, even partly a trades-union! (A big mistake made by most trades-unions today is they decline to trade! To create products, services and jobs. To back-up members. To reinvent their role.)

A better name may be found. “Ultimate Service” emphasizes its core purpose and creative character.

These add major forums for discussion. Do they detract from Parliament? Yes! The People, owners of “Britain plc.”, regain the chairmanship of their own enterprise! Betrayal of democracy has major consequences! These, restrained ones, are constructive and benign.

COP (The ‘Clear-Out Party’): P4

.

COP is another way for Electors to police politics. To ‘arrest and remove’ the dud Parties, now bankrupt of democratic principle and solutions. Primarily and long-term, COP means Correction Of Politics.

Our main Parties talk of “a democratic deficit”. (Yet, they created it! By placing the EU above us!) And, of them “regaining trust”. But, such robbers cannot be trustworthy reformers! We need a “None-of-the-above” Party, on stand-by if others fail. Able to help purge the system.

At present, the State, the unauthorized EU, and three distrusted parties rule, fix the rules, and build power. Democracy is whatever they say it is. We, the People, are kept behind bars by their system. We “rule” in dictionary definitions of democracy only.

COP belongs to the Parallel System. It is a back-up Party for all electors to use. As well as their usual one!

It asks all constituents to vet its candidates, shape its policies and appoint its leaders.

COP Primaries test candidates and explore options. The first opens-up subjects. The second looks at further ideas and faults. Policies are shaped in a chain of Primaries, in groups of constituencies, arranged by local timetables. A number of conferences stretch and help candidates and, finally, settle the General Election manifesto.

COP’s supporters are our new ‘working class’, from all incomes and groups. Grafters, respectable, loyal, self-improving, aiming to be self-reliant. Mr, Mrs, Master and Miss reasonable Everyman. Now landed in huge debt by politicians and financiers.

The ignored majority, furious about the EU and betrayal by the Parties about it. Who are disregarded on immigration numbers with its consequence of a new Bristol-sized city annually. All positive, responsible, frugal elderly, disgusted by abuse of our laws, customs and treasury.

The cool-headed young, who think deeply before they speak, who build their future carefully. Parents dedicated to getting the world’s best in training for their children. All who know lifelong pursuit of learning is vital to our future.

Those who want far more freedom to run their lives. Despising political correctness. Who are British first, by character and attitude, not nationalism or from a Government piece of paper. Who blow the whistle on exploiters from every background. Who are problem-solvers rather than complainers.

COP enables frustrated Conservative, Labour, Liberal-Democrat, UKIP or Green voters, to do political business together.

It will baffle other parties, initially, as it is a new political animal. A servant of all Electors and even of other Parties? Unheard of! Because power is not its first objective. Its driving purpose is to make the workings of democracy superb, as Electors instruct.

Could UKIP (United Kingdom Independence Party) succeed? It’s vote in the last General Election was 3.8%. Its by-election results are not good enough. It caters well for disgruntled Conservatives, but less clearly so for others. The media mistreat it. So, probably not alone!

What seems needed is a parallel, “more left-wing” anti-EU party to attract that part of the electorate, that is also broader-based. Which, from launch, intends eventual coalition, for government. It aims to add whatever UKIP lacks. It increases the prospects of UKIP without being asked, entirely based on goodwill. Who else is there around of integrity?

Without a single member or policy, as yet, this appears crazy! But, such is the hunger for honest politics, the anger felt against the three disloyal Parties and resentment against the EU, especially at this time of economic damage, that it may not be impossible at all! If the blockages preventing UKIP’s advance are removed, many would vote for it. Because electors want winners.

Meanwhile, let UKIP take whatever it likes of The Electors Charter, even if it is only encouragement, and of COP.

Conceivably UKIP, by agreement, could test-run several candidates alongside, in some COP Primaries, to establish who is best to stand at the Election, to devastate the main disloyal Parties. Avoiding many lost deposits. COP could offer the new boost needed in British politics.

Who would like to be among the founding members?

Goodwill and finance is there, across Britain, for a talented, new force. Growth could be fast on-line. Funds from abroad may be offered. Such must be kept wholly apart from any resources earmarked for British politics!

COP would place and keep Electors in the driving seat. A coalition of the best minds to meet the tsunami of challenges, can rise through the middle, win seats, take power and shock the system!

We have to develop a better Representative System. Outline suggestions are below. More ideas are invited.

Around 2016-2017, well before a General Election, in Primaries, we select up to 10 candidates from all parties and independents. Publicity-seekers and vote-wasters are eliminated first. At the General Election, we elect the top 3, 4 or even 5 to work as a team. Each is our MP, in rotation. They share one seat in Parliament, and the pay, based on our votes. So, a candidate winning 30% of the vote gets 30% of time there. Five MPs cost the same as one. Each is our representative. For we chose them all! We decide how many share-MPs we want, locally. We could fix pay-scales. Perhaps a cut! Together, we set Election Day. If we need to. We issue a 3, 4, or 5-year licence of power, perhaps. We re-set key rules. We can vote on, say, twenty national or local issues a year. The five MPs, chosen for outstanding merit, two or three being women, must cooperate or individuals may be disqualified. They share duties and the growing load. They get a home life. Appear human. Each has another job or possibly several, building ‘real-life’ skills. Or just the job as MP. Annual voting would reinforce voter supremacy and make citizenship skills personal. Alternatives need testing. Voters in different constituencies can propose and test their own ideas via a COP assembly.

Local politics would revive and be of national value. A true “polis” could develop: a community of mature, responsible, working people, lending their power, resources and support. Talent in the House of Commons could be five-times greater. We get a participating democracy, rather than the substituting one we have now. We rule what is ours by inheritance and pay for. Time-share would shake-up Parliament and limit the power of Party whips. We gain ‘proportional representation’ on our terms, not for the favour of any middle party. Citizens regain democratic authority.

Having a ‘normal’ job, arranging absence, and being a share-MP, of course, would be difficult. Dependent on the share of the vote. Solutions can be found.

Parliament could be in session 300 days, not 165. It could shift-work. We could select Party leaders. By-passing Electors would no longer be tolerated. There is an argument for us selecting the Speaker of the House of Commons, too. We could confirm Prime Ministers and Cabinet members. Parallel Democracy gains leverage over State power.

How dare the Coalition aim to cut MPs by 10%, and so representation! Then, put that power into their own pockets!

The three main Parties locked us, their Electors, into the EU. And so lost legitimacy! Their vaunted “liberal-democracy” really means being liberal with democracy! Why should they keep monopoly in Parliament? Or exist? The Liberal-Democrats deserve to be wiped out and re-formed. The Labour Party has to regain roots, after burial and resurrection. The Conservative Party, two-faced about the EU, needs to be put down as a kindness. Yet, transmogrified.

They need to be stripped by Electors and rebuilt, as it were, as replacement dwellings on adjoining plots. Their future members would move swiftly to superior homes. The rumps of the old Parties would follow the corrective paths Electors take or fade away. In a nutshell, three brand-new versions of the main Parties would gain legitimacy and capture the field. Fostered by COP! COP would then bow out and work in the Parallel System. If the other Parties behave themselves. It is willing to help other Parties, if their members wish. It is a voters’ tool to correct the system. Not chasing power. Re-used in Elections, if needed. Electors shape its referendums and opinion-polls. Its influence would continually be felt.

Three Proposals together

New names signal new attitudes.

• (P5) Suppose we label a replacement Conservative Party Re-invention.
• (P6) The Labour Party, by adding Brains to its name, to represent most working people), can be called Endeavour. Or cheekily, Enterprise.
  
• (P7) Liberal-Democrats might come to deserve the name The Bulldog Party. And, be no longer trapped in the middle.

Each may grow rapidly with the united aid of the electorate and with the generosity of COP. Showing what Parallel Democracy can add. The current Parties, each deep in debt, need recycling, not refinancing! Then burying.

These project names oblige each to tackle their worst deficiencies. (Conservatives): credible change, to go with traditional continuity. (New Labour): real enterprise with hard effort, rather than an initial-association with class-struggle, sweat and childbirth. (Liberal-Democrat): reliability rather than liberality with the People’s sovereignty and and money. And like the others, transferring the essentials of home-rule without authority. The reborn Party that is fastest off-the-blocks could win powerful advantage.

The Clear-Out Party could invite its members to join these Parties. Twin membership increases electoral leverage.

Replace the EU by a Commonwealth called “Super-Democracy” (P8)

Explaining more of the 2nd title of the new System, (Preface to Part II)

The EU held its exclusive Constitutional Convention of minor politicians in 2002-4, to fix “A Constitution for Europe”. The then 340,000,000 Electors were given no say: no ruling or corrective part! Reason enough for its dismissal!

Super-Democracy provides another identity. The name defines both its direction and terms of citizenship. It can only be developed safely by Electors. EU robber-barons are not reliable architects!  The aim is to be the finest democracy in the world. Not narrowly-European, but a Europe-Plus. A flexible commonwealth extending as far as Electors agree.

The People of Europe are politically and economically sovereign. States are not! The EU lacks democratic origin: the original permission to exist. No “it” (or substituted ‘them’) can ever be sovereign! The notion of State sovereignty has been long asserted by politicians. But, repeating the untruth never makes it true. Thieves never own stolen property. A legal fiction is solely that! Useful in some things. But, as ultimate authority, in practice reversing true democracy, it is lethal nonsense! As is the EU. It shields the political elite. It is, potentially, a cover for the worst of crooks and crimes.

From the outset, Super-Democracy is owned and controlled by Electors, as the EEC, EC, and EU should have been! It has 2 hemispheres for a political brain, Representative and Parallel-Democratic, to enhance each other: the one formal, the other inventive. Volunteers design it piece by piece. Proving its right to exist by its submission, it is lent power. The destination is clear. It guarantees the supremacy of citizens. It, with each State, is citizen-dependent. From that flow real accountability by each State, personal privacy from all unnecessary intrusion, simpler home-made law, tiny bureaucracy and freedom to do whatever is superb.

As a Commonwealth, the People lend, not “pool”, their sovereignty and talents. To help one other. Never for the State to run the pool, to fish for itself! To be common-ly wealth-y. Significantly, ancient Athens reached its zenith while genuine democracy blossomed.

Super-Democracy needs no official authority to begin. For, the People in democracy are the root authority! Like new operating-software, beta-tested till ready, it runs on trial, in parallel. Sometimes  irrelevant, impractical or mistaken. Gold involves much dross. Yet, it can cost a fraction of the vast, deliberately-bewildering, life-sucking, EU structure for citizens to build, run and check. From now, millions of intelligent citizens are invited to design a Commonwealth of States. To raise their politics. Re-creating and repairing them. By right.

As a System, ‘Super-Democracy’ (or Parallel Democracy) is to help optimize citizens, men and women alike, as well as to discipline government. It becomes an agent and a bailiff service run by Electors for Electors. Governments and bullying organizations meet their match! It could take-on key services, funded from taxation. It could deliver help or punishment by the ton. It is a creative, supporting partner, incorporating the intelligence of the People into their government and beyond it. It is loyal only to those who are loyal. In one sense, Parallel/Super-Democracy is a third major form of democracy in 2,600 years. Only now do we have the technologies to use it as a rejuvenating, political mechanism.

In Europe, 350 million Electors can build the Commonwealth. If they prove insufficient, billions worldwide may advise! (Helpfulness is not limited to those in a democracy!) Some will simplify, correct or adapt legislation. Others will start again. Many will use history to peer into the future. Each can assist.

Democracy is defined as “rule by the People”. The rule covers the design, foundation, development, and later shape of politics. It cannot be by an unelected Commission, outside electoral control. Just as one million zeros equal zero, so do a million invalid EU decisions, regulations, laws and documents in 23 main languages! They prove the Commission’s will to abolish government by the People, by a continent-wide rip-off of electoral power and by nullifying what genuine democracy is, does and for whom.

Strictly, we have no duty to obey any EU law or court. We deny having given, by Vote, legitimacy to the EU! Its “legal” structure set above ours is a takeover without troops, abetted by our Parliament! We honour the principle of law! We revile all law-breaking! Lawbreakers are no friends of ours. As the Electorate, however, we are compelled by conscience, common-sense and those sovereign rights for which our fathers died, to repel the EU and shake the foundations of Parliament, democratically. We witness how easily politicians defy Electors, distort democracy and make laws that add to their dominance!

Internal EU reform would take lifetimes, during which it would usurp all our roles. Goalposts would be shifted. Laws would be made faster than they can be changed, as now. But, in Super-Democracy the People decide what they permit and design their cross-checking institutions.

Our home, purposes, and destiny are not in the EU but in a Commonwealth that out-classes it and levers it into redundancy.

Note 6: We could leave the EU without delay, according to the Lisbon Treaty.

Note 7: The new EU Bill allows a minister to just state that the transfer of a power to the EU is not significant enough to merit a referendum. Then, an Act of Parliament can transfer more powers! “Broader changes” will be put to a public vote. Or, of course, will never be judged “broad” enough by a minister! This is the unlocking-of-doors to assist further robberies!

United People (UP): P9

The notion

Perhaps the chief merit the United Nations is that it is rarely united. It could be very dangerous, at times, if it was! It represents nation-states. Electors play no part. Many of its members are viciously opposed to democracy. It is a governments club. A gathering of the political dons.

We may need a counterbalance for it, which we can call United People. Democratic and secular, belonging exclusively to the Parallel Democratic System, for reasons of security and independence, and a capstone for it. Though, without the other Proposals being active, and their experience gained, it is pie-in–the-sky. A long-term notion, though necessary, if only for the direction it provides.

As with all such structures, the initial question is one of leadership. Who would run it? How would they be accountable? Where would it be located? In one or several places? Could it be better dispersed across the Internet? Is not the Internet a United People already? If it is, it is already under attack for its freedom and ability to bypass and surprise governments! How is the Internet and a United People to be kept free? First answers can raise as many questions as they solve. Other milestones have to be reached in advance.

Certainly, if United People came into being, it would need to be anti-”world-government” and then anti-”one world currency”. Because both are avidly sought by top politicians and financiers to grasp absolute power and wealth, using disasters to advance and to capture both. Both are anathema to the democratic system, lacking choice, electoral control and corrective opposition.

It may be far better to work on projects that may become natural parts of such a United People. That is the method of the next Proposal, No. 10: to select, experimentally, just one important piece of the puzzle.

Each international body gets above itself. UP would need cross-checking by Parallel and Representative Democracy also.

The systems of Representative and Parallel Democracy should be as two arms of the same body. However, Representative Democracy will attempt to devalue the new form. As current executive, it has wealth by taxes, stolen sovereignty, and often dangerous ambition. It gives itself, by legal alchemy, the crown of pretended supremacy. To annul the superior title-claim of the People. On the other hand, its criticisms will be welcome. After all, the Parallel System could not reasonably dish out criticism and not expect the same back. Nevertheless, the job of the Parallel System is to find and adopt more creative ways of progressing than in current party politics, which is a sincere, spirited conversation of the willfully deaf.

Concentrated power

The purpose throughout The Electors Charter is to initiate new solutions to the misuse of great power.

Totalitarian power must ever be attacked. For example, the latest computer chips can make a slave of every individual. Every person with the money-chip in a bank card (or implanted), becomes lastingly at risk. Banked money can be taxed or plundered. Livelihoods can be switched off. “Ah! A conspiracy theory!”, some will comment. But, political tricksters and other criminals get us to aid their evasions. To them, questioners, police, witnesses, victims and lawyers are conspiracy theorists!

A “conspiracy” is when two or more plan a crime or an act that could damage us. It is vital to cross-check. A “theory”, at least, shows alternative thinking is being done! When facts are withheld and official silence about crucial matters is maintained. The trail of doubtful evidence must be followed and apparent wrongdoing fully pursued. As will be found particularly relevant in the next Proposal, (P10).

As Electors, Taxpayers and Customers, we have to police politics! It is our job to ask fundamental, effective questions and to get truly-satisfying answers. We act as stewards. For the sake of our lives, freedoms, peace, our children and every being and thing on Planet Earth. It is the job of our paid, elected servants to provide convincing answers, without prevarication. Or, get out of office. Or expect prosecution.

“But, no law exists to ensure they get prosecuted!” you say. Exactly! That is the point of creating Parallel Democracy as a system. To correct Representative Democracy from the inside will take endless time and money. We must use modern ‘power tools’, greater skill and far improved attitudes. Self-criticism being vital.

Foreword

This Charter returns political supremacy to those who lend it: the People. It wrenches it back from those who openly steal it: elected politicians. It shakes the foundations of parliaments.

This first edition of The Beginning invites addition and improvement from people worldwide. After lengthy consultation and, I hope, translations by volunteers, cross-checked by others, The Middle will be published, covering more issues. Finally, I trust, The End, following long and deepest thought, will be completed.

This Charter is offered as a unique inventive channel. To establish a comprehensive, corrective, wide democratic movement, with its own set of ruling documents.

Magna Carta was written by barons, to rein-in ruinous King John of England in 1215. This Charter is developed by the People to rule modern barons and end defrauding by Parliament and its Parties.

Personal

As first writer and launching editor, my own qualifications are that I am very ignorant, am the least in importance and at 71 years old advance boldly towards second childhood. (Three near-essentials in democracy, it appears. For, how else do we explain the mentality of today’s politicians?)

I am a left-middle-right-wing radical, independent, conservative, who can, if persuaded by sound arguments, vote Labour or UKIP [United Kingdom Independence Party]. I have Green sympathies, too. I believe in recycling the main political Parties.

As one of the silent majority, I have long waited for others more capable than I to say and do what is, in my judgment, plainly needed. As they have not, I must.

Though, I have one huge advantage. I AM AN ELECTOR. One of the most powerful people in the world! We give authority to governments and later strip them of it.

Part I: Control by the People

Article 1.

The root fault of our ‘Representative’ Democracy is that it was designed to dis-empower us, for years. In fact, for life! Our supremacy is suspended. When we vote, we lose our power. (Politicians like to suppose.) We pay for everything. All is done in our name. Yet, we are made and kept redundant. Our oversight is blocked.

Parliament claims political sovereignty. But, under democracy, it is our birthright. We own it. As stewards, we possess it. It is what politicians and officials would take from us, by vote or signature. And keep. But, can never rightfully have.

Democracy means “rule by”, not just for, “the People”. It requires, and now demands, both citizen-oversight and overrule, in a responsible form, continuously. So it was in Athens about 2,600 years ago.

Paradoxically, we, the ruled, have to rule our rulers to correct misrule. Only this is effective democracy!

Today, the intelligence and competence of over 600 MPs is far outclassed by millions of able, well-educated, experienced and informed Electors. More qualified than most ancient Athenians. Yet, unable to exercise citizenship well. We need a superior system for this. To harvest our best. This Charter introduces one.

Our political ‘parents’ in Britain, monarchy and Parliament, show their years. As their ‘children’, we were subject to them. Today, politically of age, we are obliged to adopt a new supporting role, behaving with discretion, firmness yet gentleness, respect and indeed affection. Being “subjects” is a parental and historical anomaly from pre-democratic times. Its reality has virtually gone. Taken by the European Union.

We need a modern Magna Carta, to reclaim our rule. From the People to the State.

Article 2.

Our rightful authority flows not from an EU or UN gift of “rights”, or even that Great Charter, as we are told. It is planted in us. It is innate.

We are to rule our lives. Valid government, anywhere on earth, is authorized only by free individuals.

In early history, governments began when families and individuals each decided to lend their power voluntarily, their resources and support, using their sovereignty, for agreed ends.

Later, that sovereign, contractual assistance was taken by defrauding or demanded by force. It was grabbed by kings, politicians and states. Parliament took it next. Locking it in by legal words. To, apparently, legitimize those in control.

This is what the EU does across Europe by its laws, treaties, Charter and would-be Constitution. It takes-over the People, their futures, their wealth, their core liberty without formal consultation or agreement, and the geographical title of Europe, for itself.

Politicians have stolen the supremacy of Electors for themselves!

In the Westminster parliament, EU laws pass “on the nod”: without check or debate. So, MPs now take their pay for not correcting perhaps 70% of all laws they pass! This endless over-riding, EU regulation, never agreed by the British people, undermines their self-rule, their rule of law and democratic legality itself.

Electors are disconnected, devalued, and in key matters ignored. Their powers taken.

Article 3.

Democracy has two foundation principles:

• Citizens control government: by oversight and approval, directly and indirectly.
• Governments loyally ensure that control.

From this essence of democracy, we see what we have and what the EU, with partner governments, removes.

Without these, the State, Parliament and Government are illegitimate and increase in illegality. Because, final legality and sovereignty reside in us, the People alone, an irremovable treasury of rightful power. For our individual and mutual use, as stewards on earth.

These principles are not legally guaranteed by the EU. So, EU rule is wholly theft!

Without electoral control we are not free. Without it, we do not have democracy.

Article 4.

“Who supervises those in charge?” The question was asked by the Greeks and Romans. This Charter provides a fresh answer: a way to “rule” our presumptuous governors, without ever trusting their marketing gift of European Union “Rights”.

In Europe, no electorate legitimized, or could legitimize, the EU! For, it disregards their supremacy! Its laws, built by by-passing genuine democracy, are all counterfeit! For, primary Directives must be issued by the People. Representatives exist to ease public decision-making, not to usurp and then export the supremacy of their Electors!

N.B. The British people were made EU citizens without their express permission! Therefore, all EU Directives to them are invalid! No one becomes a foreign citizen unawares, without ever being asked, without undeniable personal consent or any clear commitment whatsoever: and never when strongly opposed! Or, forcibly taxed for it. Not under democracy! The main Parties, riding over the will of the majority, not only have continued to ebb respect. They have ebbed away their moral legitimacy!

Official charters, constitutions and referendums are designed first to benefit those in power. Thus, The European Charter of Fundamental Human Rights purposefully omits the most fundamental of matters: control of government by free citizens! It dilutes our inherited, rightful supremacy to a removable right of influence, permitted by the European Union.

But, democracy is “rule by the People”, primarily by vote. It is authority and power over the State! It is correction of the State. And if unavoidable, the punishment or pruning of the State and the Parties for defying rule by the People!

The time has come to correct misrule. Solely, by responsible and wise means.

Article 5.

The People lend their powers, in part only, to any Parliament, Congress or ruling Assembly temporarily and to a State or Union provisionally. A monarch or an elected president, has conditional or accountable rule, as a figurehead or executive. Each is a servant, subject to our highest standards, responsible to us. We hire them and we fire them. We fund them. We withdraw support when they grossly overstep the mark. We replace them if necessary. Because we lend to, and not borrow power from, the State.

If a representative is not accountable and transparent, he or she is not representative at all, and must be replaced. Promptly. If an institution fails, it is asking to be replaced. We have to engrave the rule of openness upon them. The principle that Electors control.

Here is a lost truth: At General Elections, we do not transfer all authority to MPs! Nor is our remaining power a residue. It is resident! For, overall responsibility stays ours. No law or treaty can ever alter our democratic ownership of politics and power! Parliament seeks our supremacy: as close to the ‘right of attorney’ as it can get. It has to re-learn that, without our Directives, owned resources, and constant validation, it is utterly nothing but an assembly of Party criminals on-the-make!

No State, Parliament, Government or Union owns its measure of power! Its lease is revocable. Parliament makes laws. We make Parliament. And it is subject to us.

What we lend, we fully own. How it is used, we must know. Or the loan is recalled!

Article 6.

EU elections launder our supremacy, to consolidate it for downright impostors who, as Commissioners, pretend our support! Whether few vote or agree, power is extracted. Rubber-stamped by a pocket EU Parliament and a craven Parliament here.

How could the EU, possessing nothing, give us Rights? By our parliamentary Parties, giving away slices of our control, without asking! Then the EU, in a show of generosity, to win our support, granted “Rights”. Brass for gold! Innumerable rights and benefits lie latent inside sovereignty. Sovereignty is supremacy without a limit. The EU hands us what we own, in broken bits. Our supremacy is removed and its own supplanted.

Any referendum packaging the thousands of unauthorized EU decisions into one or more slick questions is invalid. For, our primary directive to go-ahead was never given! To export our powers requires our first and on-going permission! Successive governments have used any method to avoid asking for it. The main Parties prevented our opposition! They intended to by-pass us! Integration goes on via a continent-wide robbery of electoral, parliamentary and economic power. Democratically-illegal! So: all invalid!

(In old times, this merited banishment or worse! Today, giving away your countrymen to be ruled by a foreign power, without a choice, has no harsh penalty for politicians.)

More EU means further loss of power, at added cost, with greater risk.

Article 7.

Transferring control without permission amounts to treason against the rule of Electors! How can the British House of Commons be forgiven? The Lower House it is. The even-Lower House it has made itself! There is no way back to its falsely-claimed supremacy for the betraying, deceiving Commons! It has lost its honour.

When beyond control, it proves to be a menace! The argument is not that the errant House be replaced, but shaken at its foundations. It is that correction must come from Electors, who alone lend it powers and legitimacy. Parliament must set in solid law, without qualification and irreversibly: That the People in democracy are supreme, not it. That its primary loyalty is to them, as its Electors. Not to the EU, the captive monarch, who shows more loyalty than it does, the servant-State or any organization. The EU, imposed by Parliament, defrauds Electors of any effective moderating control.

So, Parliament has to share power with Electors, in new ways. Devised by Electors. Or wither further.

Genuinely-democratic votes keep overall control. Enabling the People to “rule”.

Article 8.

State theft of democracy is the nub issue! To restrict an intelligent, educated and informed electorate to one illiterate ‘X’ on a ballot paper or an unverifiable electronic trace as in the USA, every 4 years or so, to vote on multiple, increasingly-crucial and more costly issues, is fraud. To refuse a vote by Electors on the EU for decades was utter contempt by Parliament! The matter was so artfully woven into party manifestos that undoubted support for or rejection of it was avoided.

No mandate was sought or given. Thus, in no way, at no time, was any transfer of our control to it, or transfer of any of our wealth for it, authorized or validated by the device of one vote: any-number-of-issues, at any General Election.

To be in the EU was never publicly agreed! Parliament acted without “the wholehearted consent of the British People”, stipulated by Prime Minister Edward Heath in 1970. It has been doing so for decades. By so doing, it has shredded its historical and international reputation, possibly beyond recovery. Pretending to represent the People, it is plainly determined not to do so on the EU, the key issue of this generation! (By “Parliament”, of course, in reality we mean the Parties now in it.)

By our one electoral vote, cast or not cast, MPs all assume a total transfer of authority and power to themselves has occurred and that they hold our title-rights and the ‘right of attorney’. But, we are neither sick, unfit or so very stupid! We retain our sovereign powers in full potency. We are not shareholders. We are the proprietors! We own the establishment, our whole democratic system, the judiciary, our country, our land, its resources, its economy and our destiny. Not them, as hirelings, in any way at all!

Governments truly “take powers”! They own none! They return few. We need a lot back! Countless instruments of power passed by Parliament with little evaluation, to keep power in the hands of a dubious elite of MPs, need the light of day and our total revaluation. We have to rein-in our employees, check the books and re-shape our future. Their growth of power never stops. Our control is continually eroded via laws and treaties. Our ability to run our own lives is increasingly cut. Why? For the EU to increase its power. For officials to be more our masters. For, the main Parties to act as perpetual, almost irremovable, regional governors for the EU.

The guardian-State is a predator, abusing those it is paid to protect. Officials snoop threateningly. Their electronic eyes follow us anywhere. Multinational companies and international organizations and shady financial interests muscle into our politics. Our one-vote-each cannot sort out such matters or repel the EU marauders. We require fresh, sharp, irresistible tools, designed for the job, to correct this gross democratic imbalance. Which this Charter proposes.

The main Parties have chosen to dis-empower and then sell-out the whole population.

Article 9.

Today, Parties use the Vote like a jemmy, to prise powers from us for keeps.

This is why referendums, so desirable in theory, menace us in practice. For what are the questions? Set, certainly, in consultation with the European Commission. First, they must contain the assumption that we now accept EU rule. (So, removing that part of our complaint). Second, they must oblige us to accept (and so justify) Parliament at Westminster passing all EU legislation so far. Thirdly, the question(s) must imply that we wholly accept the “democratic” validity of all EU treaties, institutions and documents, from first to last. (By taking part in the referendum, we do so on these terms. Else, no referendum will be tolerated!) Fourthly, the referendum should make other referendums very unlikely. Not encourage greater democracy. Thus, providing the whole defrauding elite with ample legal cover and paths of escape.

When Parliaments, under pressure, ceded (lost) power by “giving” us the Vote, they returned part of our self-rule and control over our lives, seized ages ago. (Article 2). The Vote is not just a “right”. Or some neat trick for rulers to buy-off and quieten the masses when convenient. It is not our token rule by their license! It signifies our full supremacy over our public business and over them as fallible, temporary rulers.

The Vote reminds us of our duty to act wisely to improve our devious democracy. To compel the mighty, who intend to be almighty, to follow our finest requirements and counter-balancing judgment. For, (finally), mutual benefit. Not allowing them to drain us of our inheritance. Or, to continue to label this whole process of political, social and economic theft as “Representative Democracy”!

Article 10.

Political freedom demands master-sovereignty over the State and money. It insists we totally control our borders and entry policies. (Currently, to cut overwhelming associated costs.) The EU prevents such independence.

Personal freedom begins with internal self-rule. By which, we make ourselves ready and relevant in an age of hyper-change. By us tackling our illusions, ignorance, indifference and something-for-nothing habits. Then, we can become valuable, participating citizens. Able to exercise our inherited gifts of freedoms well.

Freedom of speech: the outward evidence of democracy. To, first, discuss, write and comment helpfully. To criticize and debate intelligently anything or anybody, of any epoch, voluntarily. To open and pursue the truth in honesty and goodwill. By it we all grow, establish our values, and benefit or defend our society.

Second, it allows speech that others do not want to permit or hear. Never to force it on others. But, to guarantee that all remain free. Not to promote outrageous and provocative speech, at all. But, so that ultimately-vital truths and values will emerge. A Socrates or Galileo needs defending, but not the militant, browbeating, contemptuous and cruel. Freedom of speech is the right to tell the truth as we see it, without bullying. It includes the right to decide, to change opinion, party or government. Or, religion. Free from domination, abuse, menace, threat or physical attack, in our distinct jurisdiction.

(Even so, silence in democracy can be like sunshine! Brevity within it is priceless. Lip and insult mark out a fool. Our hearts and hypocrisy are the core of many issues).

The primary liberties of thought, conscience, expression, association, assembly and action, actually, are innate rights. Essential to us all. To build and maintain a wiser, caring society.

Freedom of information is not for government to withhold. It belongs to Electors for public business. To check what governments, corporations and others take and do with the People’s resources, property and power.

Freedom of the Press, Internet and other media is our freedom of speech magnified. Journalists and citizens together are to establish truth. Glorying in accuracy. Exposing dishonesty in government and elsewhere. Acting as guarantors of our sovereign rule.

For, the powerful engineer illusions of rule by the People. To resist its reality and solid establishment.

None of these freedoms came from the European Union or from our own governments. They came from the struggles of our forefathers, over generations, to the point of death!

Article 11.

Democracy is not just to elect a government or to choose representatives. It exists to empower us! To correct them. To safeguard ourselves. So we prosper, grow and flower as individuals, together. To make elites serve. Not we serve them. It is to alter any policy not working and to install far better. To compel the Government to be accountable, transparent, humble, low cost and, (judged by us), superb.

The limits of government and business must be like those curbing each honest man or woman. Else, tyranny gets embedded, as in the USA.

We need wholly independent, cross-checking, electoral control. Far beyond what today masquerades as Representative or Parliamentary, Liberal Democracy!

Government is not the goal of politics. Political wisdom is.

Five things need simultaneous change now, by reinvention: Parliament, the EU, the main Parties, leverage for the People, and customer-’rule’ in the economy.

A total re-thinking and re-tooling of politics is essential. We repeat the mistake of looking to the old, betraying Parties for fresh answers. They always come to us with begging-bowls for ideas. They want to fix the system, to perpetuate themselves. Our collective wisdom exceeds theirs. Our role as Electors is to sort them out.

In Part II, we suggest how correction is made by citizens. Each Proposal can be self-funding, changed and added to.

In Part III, just as the American Declaration of Independence spoke from the People to the Government and to an exterior master-power acting beyond tolerable limits, so “The Beginning” of this Charter ends, with a draft People’s Declaration.

NOTE 1: STATE DILUTION OF DEMOCRACY IN COLLUSION WITH THE EU

(1) We voted to join a Common Market. There was no mention of the EU! Any contract altered by one party alone is null and void. Our jurisdiction as a free people cannot be switched legitimately without our clear, democratic decision! The EU always operates without root, electoral permission. So do the Parties in Parliament continually for it!

Insisting upon their “supremacy of Parliament”, MPs stole Supremacy from us, their Electors.

A new association-model is required to replace the EU. One is proposed here in this Charter. Is the work on the EU wasted? Mostly, yes! Because the EU hamstrings Representative Democracy.

By the law of genuine democracy, we hold true title and control, permanently. Whatever EU directives or laws imply. However its courts argue! We could dismiss Winston Churchill, our successful leader after the Second World War. By law, we cannot vote out the EU. Though, we never voted for it in the beginning! The EU has, effectually, made itself our enemy, by its contempt for our democratic history and supreme electoral authority.

However, if a future Government agreed with the Articles of The Electors Charter, developed and amended by Electors, by passing a Supremacy of the People Above Parliaments Act, then a referendum about the EU or its replacement could be safe and legitimate: being fully reversible. Then, electoral control is obeyed and, legally, never lost.

NOTE 2: VOTES AND REFERENDUMS

This is conventional Party wisdom(!): MPs say that our single vote selects each of them personally as our representative. Also, by it, we choose a Party! And, we weigh-up all the work done by our sitting MP! And, we judge the current government. And, rival manifestos! And, we show support for some favourite policy of ours! Then, they argue, it provides a mandate for the entire programme of the winning Party. And proves support for its leadership! But, one vote fixes one issue, not eight! The more that our vital decisions are compressed into one choice, the more the State, the main Parties and the EU confiscate “rule by the People”.

The Parties want Electors to decide on nothing but their appointment to power. Or, an increase of it. This, they insist, is democracy in action. In fact, it is the way they withhold democracy! We elect MPs. But they, by their legislation are obedient to the EU first, compelling us, their devalued constituents, to be so, too!

Parliament has chosen to neuter the Electorate. The Labour Government reneged on its promise of a referendum on the “EU Constitution”. For, it was renamed a “Treaty”. (For States alone to agree). The Conservative-Liberal Democrat Coalition concur. We have a self-crowned Parliament, and an illegitimate EU, centralized and soviet-like in design.

Before asking the People any question by referendum, Parliament and the EU must answer us these questions: Who rules? i.e., Who over-rules? The People or politicians? Citizens or the State? The Electorate or the non-elected EU Commission? We who create Parliament, lend it power and fund it: or Parliament? Who rules by right in democracy? Sovereign Democrats or political parties?

The EU makes our democracy a fraud. Parliament is the front for it. “Ministers for Europe” are just that, cuckoos-in-the-nest. The 3 Parties have installed the EU over us, with its European Court as last arbiter! A referendum on the EU, by them, would seek to confirm their expropriation of our Supremacy, imply the EU is actually democratic, and de-criminalize all thieves involved. It would be a lethal trap, laid by Parliament!

Coalition talk of “giving power back to the People” is false. The EU and its agents control what matters. As we struggle to correct our economy, we work to provide the EU with richer assets.

Sixteen successive years of EU accounts not being passed by auditors is warning enough! The EU pursues a larger budget when all people in Europe are in financial peril and must cut costs. When the euro, its creation, may be doomed. It adds embassies around the world, without public support. Negotiation for a nicer EU or yet another treaty are not solutions. Replacement is!

Why a Charter?

Official Charters want something from us. Their purpose is to increase government power. Or, to get us to accept the rule of others! Their gifts are sweeteners. Not as free as they appear. As with the European Charter of Fundamental Human Rights.

The Electors Charter, (from the People to the State), is a counter-Charter. It does the opposite. It aims to retrieve our self-rule. To achieve that, it introduces a modern form of democracy that enables Electors to control, cross-check and command their Representative System that now betrays them.

It has four factories of weapons or “Arsenals”

In discussion, an arsenal is a factory of combative ideas, a stock of arguments. These 4 sections make reading easy.

• Arsenal A has, so far, eleven memorable Articles or key principles. More are welcome.
• Arsenal B shows a new form of democracy, proposed institutions and political parties. With a replacement for the EU.
• Arsenal C has a new Court for issues that governments refuse to have properly examined. Such as the US “9/11″ events.
• Arsenal D adds individual challenge. It ends with a People’s Declaration, a bit like the US Declaration of Independence.

The explosive potential of these arsenals can rock all parliaments. Benevolently.

The Electors Charter is an inventive tool. It can be added to, corrected and improved by anyone supporting its purposes.

THE PEOPLE’S DECLARATION

A draft for public consultation

THE ELECTORS CHARTER exposes the cause of the decay of Representative Democracy. It re-establishes our inherent rights. We are sovereign over governments, not vice-versa. It introduces Parallel (or Super-)Democracy as an inventive back-up system, giving citizens massive extra leverage.

THIS DECLARATION associates Electors world-wide against misgovernment and abuses of power of every sort.

WE, THE CITIZENS OF THE COMMONWEALTH OF DEMOCRACY, hereby re-assert our inalienable, sovereign power, which is ours in stewardship, and not by Government gift of rights at any time, whether from elected or from unelected persons.

This same power, our forefathers lent, in part, to various leaders and governments, in the form of authority, goodwill, resources, and skills, for clear and agreed purposes. Over time, their borrowed authority and key resources were kept. Their ownership rights faded, and were long ignored.* Today, that sovereignty, now ours, is claimed by nation-states and lusted by all political Unions.

Our inherent authority was attested by our fathers, in blood and by their faith, in many struggles. It is enshrined in the Vote itself. We reclaim all regulating power that is undeniably ours, not forcibly, as was taken, nor arrogantly, as has been held, but with passion, conviction, and vision, resolving to use this power with sound judgment and all due respect. Never to lose it again!

Parallel Democracy opens our title deeds, confirming our authority over public business. By it, we shall straighten our bent Representative Democracy till it runs parallel to our wisest thinking, our finest desires, and our profoundest needs. We shall shape our world for which we are responsible, not be driven by ambitious governments or businesses for short-term gain into long-term disaster.

Thus, we give notice to all parliaments, assemblies and senates; to all officials, politicians, advisers, lawyers, lobbyists, and to all who touch our democratic system at any point, and to all businesses and organizations serving us, that a new political age begins. That: we Citizens are the Owners, Funders, and Testers of our politics, economy, and society. We shall rule and judge government, whatever lawyers’ words are woven to confuse or lessen the fact.** We shall examine their books, because they are indeed ours. We shall monitor and lift all standards within our domain of duty and responsibility.

This day,……………………… in full support of law***, we declare ourselves free of rotten representation and imposed powers that refuse to honour the sovereignty of the People in accordance with this Charter. We call Parallel Democracy into being to re-establish, entrench and exercise our supremacy.

We ally ourselves with all who pursue truth, liberty and wisdom, as citizens of this planet. Fearing none. Doing what we know is exemplary.

* In some countries, people were crushed by wars about supremacy, succession, territory or by penal taxes. Some became serfs, tenants on their own land, for generations. Original freedom, fairness, and self-rule became lost memories. But sovereignty continued to belong to each suppressed individual. It belongs to each capable and aware person today, in or outside a democratic system.

** It is the trick of drafting lawyers to reduce sovereignty over time, via thousands of unrelated cuts, in regulation and law, to give the State or others possession of our money, property and future, and to put increasing obligations from the State upon each individual. Elected politicians legalize these impositions without asking us. Who permits the State to exist? Who re-assesses it? Parallel Democracy restores supremacy to the People, enabling them to shackle the dangerous pretensions of, and slim the size of, their Nation-State, which in the passage of time is temporary.

*** Obeying the law is vital to democracy and society. However, democratically-illegal-law over decades is another thing entirely. Sound judgment is required. Let all obey The Great Law! “Do unto others as ye would have them do unto you.” That is, in conscience, wholeheartedly, not cynically. When Members of Parliament or corporations rob the People of sovereign control, the People use Parallel and Super- means to re-balance Parliament.

A Pause

The last page of the Electors Charter has been altered and is ready for publication. But, as I have not yet publicized its existence, I will let it percolate a few days more.

Often, I find that conscious reflection is less productive of new thought than apparently doing nothing.

Another route is to cut words. Four thousand have gone for the Shorter version, so far.

Today we detect the first phrase as self-serving. Note the words sovereign control. Note also that we are to maintain it.

This ‘right’ is not found in the EU Charter of Fundamental Human Rights. For, the EU is a slow-motion coup d’état.

EU police can remove him to any EU jurisdiction without proven justification in a British court or habeus corpus. So much for Parliament as the guardian of our liberties! It is the unashamed betrayer of them.

This most convenient argument has led to unlimited law production, loss of effective leverage over Parliament, indirect disenfranchisement by the EU, and a political correctness culture. No man knows if he is ever wholly within the law or outside it! EU legislation is around 90,000 pages, so far. Citizens need to command a drastic simplification of law.

Sounds good for political health! If the People are forced to undergo intimate examination regularly, for tax or if flying, politicians and governments need to be examined as closely, and regularly too! Parallel Democracy is the equipment.

NOTES ON TERMS

(Well over a decade old. Written for the concept stage. Sorting thoughts.)

A people: is a real society of individuals. We can touch or be touched by them. They have concord and security, based upon a shared language, history, accepted political beliefs, basic philosophy and homeland, with common responsibilities and commitments. So, they have an identity.

A nation, generally, is a notion grafted onto a people, an illusory society, and an altered copy. It is a political association individuals are forced to join, unknowingly, at birth. It makes the real people subject to a phantom of themselves. Its purpose is to amass and hold power, to control and monitor the entire population, to validate all aims and actions, experiments, and misdeeds of leaders, and be ready to do their wishes. It is the ideal cover for politicians, for any manipulations, threats, use of force, sometimes covert killings, conscription; secret, twisted science; wars, expropriation of land, freedoms, rights, and resources. It permits non-stop law-making and ‘tax-takes’, the sub-letting of rule to agents and quangos, the quiet farming-out of various assets or favours to whoever, wherever, whenever, to extend its interests. [‘Quangos’ (plural) is an abbreviation for ‘quasi-autonomous, non-governmental or national government, organizations.' (Chambers Dictionary)] Once sovereignty is supposedly and ‘legally’ extracted by politicians, the people, or some federation of peoples, can be endlessly moulded and manipulated, with good or bad results.

A State is a nation’s double, a twin to add power, leverage and wealth, without constant explanation and justification. The nation-state is a double disassociation from reality. First, the nation mystically re-personifies a people. Next, the State de-personifies nationhood. To remove its people’s power to act alone, plus their personal resources, and to use their identity! Their sovereignty can be used like a credit card without trace or effective accounting. States command loyalty. But, States, leaders, and governments, unless kept subservient and disciplined by democracy, deserve no loyalty! Those who would be first must become “last of all, and servant of all,” (Mark 9.35), not a Louis XIV: “L’État c’est moi!”: (I am the State!) Electors, with inherent supremacy and responsibility, require and thus demand loyalty from Parliament, of right. They respect only faithful servants.

The Law in early history was clear and simple: a brief list of rules. Now, law is evilly complicated, unprecedented in invasiveness, and joined to impudent ‘Directives’ from the covetous EU. No one, without a lawyer knows the law, and every lawyer requires a lawyer! Ever-changing, cumulative, complex law is the bludgeon, at present without limit and beyond our control, to cow the decent and the law-abiding and remove wealth and freedom for State use. Law-production is industrial. There is no desire to simplify. For, complexity transfers more control: whereas simplicity tends to wrest it back. The system fails to protect us properly from criminals, and, if they are caught, to ensure their reform. Who, then, is our abuser but the State? Rightly, we are reminded not to “take” the law into our own hands. But we remind politicians they “took” powers, borrowed, from our hands, and those of our forefathers! We retain final jurisdiction! It is our duty, by democratic process, to regulate key ‘breaches of our peace’, and of our freedom, and to respond firmly to their lack of loyalty to us.

The Crown in Britain, has, so far, sidestepped its past by becoming the supporter of democracy and individuals. Now it is for Government also to shrink! Like monarchy, it must show regular evidence of loyalty to us. Or, it will become disrespected, irrelevant, and unwanted. Monarchy has the merit of cutting dead the presidential pretensions of politicians whom we must control. Presidents tend to lust power, misuse it and reduce the scope of individuals to run their private realms created by hard work and thought. Monarchy, in continuous check from Parliament on the chessboard of power, is currently the Encourager of the family: of us who move from dependence to increasing duty. Much is made of the royal Prerogative, used in fact by each Government, to get its way undemocratically, over Parliament and the People. The underlying People’s Prerogative, used by the Parallel System, capable of removing politicians, parties and theoretically even Parliament if persistently disloyal, is to improve the political system wisely, upgrading all public business.

The European Union is a power-laundering mechanism. It is as worthy of trust as any drug cartel. Its aim is to amass all power in geographical ‘Europe’ that breathes or trades. It switches wealth, powers of decision, and responsibility from the true owners, without their vital permission, beyond their control. Just as an impostor king must be removed, so must the imposed EU.

Flags embed attitudes about nationhood. They mystically seal our membership by feelings attached to music or words. The aim is to solidify the power of the leadership and group power. The school ritual, before the flag in the USA, discomforts non-Americans, as their loyalties differ. The insertion of the EU flag in Britain is manipulation, to strengthen the unaccountable Council of Ministers and Commission, acting beyond electoral control. A noose of stars.

A Loyalty Oath, like the vote, is reckoned to transfer power. Then, has the time arrived for MPs to swear allegiance to us? In our words. And to the Queen, as our constitutional guarantor? And for the Government and civil service to do so also? Perhaps. Forced oaths are of false value. A yes or a no, with effective consequences, suffices. On taking a seat in the Commons after being elected, the MP is, in effect, blackmailed into swearing sole, prime allegiance to the Queen, (who now pays taxes voluntarily, is funded by Parliament and is obliged to sign Bills regardless of her opinion). Elected governments are as loyal to the People as they elect to be. Parallel Democracy is a rod of discipline.

Sovereignty, the primary word of politicians, is ultimate legal authority. They claim it. They use the self-serving device of the ‘sovereignty of Parliament’ to grasp it. By it, they grant, themselves and it, powers as gods. Only because we have enabled them to do so. In fact, politicians are powerless, penniless nobodies, until ennobled by Electors with lent and limited powers. Electors are sovereign till they die. Parliaments exist by their say-so. Power flows from the People, who either use their ultimate authority, title, legal right and power, or get abused! Party politicians are beggars acting as princes. Our task is to cross-check and correct them. Citizens have ultimate authority as a life-long internal asset: externalised, confirmed and anchored by the Vote. History records rulers conferring charters, rights and privileges, on temporarily-favoured, much-needed followers, with powers taken from them initially. The EU’s Charter plus Constitutional Treaty do this. But, in reality, our personal sovereignty is non-transferable! Always, we must confer power in part only. We must perpetually adjudicate. No one: monarch, State, government, institution, or temporary leader, can appropriate our power “legally”. A legislature daring to transfer our powers to others, without unmistakable and lasting public concurrence, sets about annulling its own rights. ‘Rule by the People’ encapsulates democracy. It invalidates both the EU Commission and all EU structures. It shakes the foundations of disloyal Parliaments. It makes reform, by the responsible action of the People, possible. It totally condemns the three current parties to the disfavour of Electors and to their possible dissolution.

Democracy is a mechanism to control and moderate government. It is not token representation with slowly-diluted electoral authority. By Parallel Democracy real control is possible. A wider avenue is cut for conscientious citizenship. Representative Democracy has drawbacks in an age demanding ever-faster personal judgement and self-government. Parallel Democracy harvests the minds of the willing electorate, without adding one straw to the back of our creaking system. It develops several extra, load-bearing institutions. It is a growing-device. It stretches and exercises the latent talents of Electors, Taxpayers, and Customers: key synonyms for the aware and responsible community. It re-attracts Electors’ lost goodwill. It helps Parliament to govern governments. Consequently, by merit and right, greater power can return to the rightful owners, reversing a long disconnecting trend. We add double-checking controls and underscore the principle of government inferiority. One day, key buildings of parliamentary democracy in Great Britain, Europe and elsewhere, may be destroyed, as may palaces and ancient landmarks. Making Parallel Democracy operational becomes important, as an installed back-up. After a devastating crisis, it is an instinct to rebuild as before, as Churchill did. But, our present democratic form is not the ultimate one in history. It is one stage along our path. The new system, active, and dispersed throughout the population, would be resistant to attack. As a principle of citizen-responsibility, it could become indestructible. Politics and democracy carry too much historical baggage for simple meaning. Now with Parallel Democracy, a more contemplative, less-impulsive companion is presented. Its noun converse is neutral, calmer, and skirts tradition.

Earth was lent to mankind: to individuals, not governments!

Just as The EU Charter and Constitution have been used by politicians, their officials and constitutional lawyers, as irresistible levers to prise government by the People from the hands of the People, so The Electors Charter is the progressive mechanism by which the People deliberately regain, improve and keep it.

THE 2 SYSTEMS COMPARED

(Items over a decade old. Added only to explain the genesis of this Charter.)

Parallel Democracy nurtures the needs of successful groups: openness, honesty, honour, curiosity, encouragement, genuineness, trustworthiness, imagination, freedom to be wrong, respect, patience, clarity, knowledge-exchange, adventure, discovery, empathy, reverence for truth, prompt, effective action, surprise, fervency, understanding, fun and all other rich Ultimates, latent in citizen-goodwill. Or, it is nothing. It reaches the parts no representative and no federal politics can reach. It is more profoundly of the people, by the people and for the people. It magnifies then obeys the inward laws of conscience. It delights to serve. These values mould its actions.

Representative Democracy flatters all voters: the lazy and industrious, the wilfully-ignorant and the willing learner, the outright bigot and careful thinker, the exploiter with the nurturer, the cynic and the considerate: one man, one vote. It is 2-dimensional: politicians and people, government and governed. So, it frustrates, and cannot tap, of right, the generosity behind democracy, which is its main drive. It sucks up goodwill with little in return.

But there is a 3rd dimension, our unique, personal potential, like a secret gold-mine within all men and women. It may be completely undiscovered until inspiration, focus, and passion are linked with purpose, courage and encouragement to fulfill our supreme role in life. Here is real El Dorado [not that mythical land of abundant gold described by Spanish explorers] for this new millennium! Governments, predatory by nature, are wholly trespassers upon it.

Parallel Democracy is not for rivalry but excellence and “exquisition”, (making exquisite: those degrees beyond excellence). In our political family, is the ‘child’ or ‘wife’ more important than the ‘husband’? It depends on who you ask, and when. They serve one another! Family life is about joint growth. Parliament and monarchy are our venerable, respected, political parents, who have brought us to maturity. Now graciously, we need to fulfil the extra responsibilities of inheritance. Politically, we have come of age. (Critics have other views about our political parents. But our parents are our parents.) Blaming them for the actions or inactions of their ancestors is moralistic posing. Only by learning and giving respect, within our constitutional family, do we deserve respect and grow more united.) Sovereignty needs humility or it is made contemptible by arrogance and show of power.

AGAIN: WHAT PARALLEL DEMOCRACY IS

Parallel Democracy re-entrenches the authority and power of Electors. It is a way to regain and use the goodwill and latent talents of citizens for worthwhile goals. It citizen-watches government and organisations worldwide. It brings answers more than problems. It encourages, experiments and puts superb suggestions from the public into action, if necessary. It helps them devise extra income for themselves and widespread improvement. It is smart, mutual-help with unrestricted citizen-enterprise to add benefits personally, commercially, nationally and internationally.

Longer-term, it may begin businesses to tackle screaming problems, launch youth and educational services, rehabilitate ex-prisoners or addicts, investigate and publish via new media. It needs no EU right or State permission. It uses rights, opportunities and responsibilities inherited, that democracy confers. It embodies good citizenship.

It is not for lazy complaint or self-indulgent spasms. It is not to belittle or undermine Representative politics, but re-shape it from the bottom up. Parliament gains support to tackle stubborn problems. Citizen-power is realised, but stays an un-drawn sword. It attracts mature participants and repels all fools. Windbags, whiners, bitter critics or abusers of public goodwill, fail its standards and exclude themselves. It is not to grasp but to give and to achieve consummately, building shared advantages.

It taps the experience of the owners, funders, and testers of our society. For, that is what Electors, Taxpayers, and Customers really are! They can offer Parliament a triple heart-bypass. They can go to the core of matters, use specialist skills, consider new methods or higher standards, design new disciplines, and get better results. They become a national grid of intelligent power to boost both public and private life. They extend self-government and by beliefs and actions seed renaissance.

RULES THAT GUT BRITISH DEMOCRACY
(written in 2010)

Musings about the EU and Governments after getting out of bed the wrong way

1. Make primary laws or documents unreadable. Even hundreds or thousands of pages long. Lawyer-politicians get baffled. Most MPs do not, frankly cannot, read them. Exactly as in the US Congress or the EU Parliament.
2. Shrink time for scrutiny or debate. Provide hours only, for both. Tie-up MPs in other work. Extract their power.
3. Begin debate without key documents or information being available. If a major piece of EU legislation is being considered, try to be sure the English translation has not been printed or properly checked. Just as in the past.
4. Add extra clauses suddenly, prepared quietly long ago for the right opportunity. Do this via EU legislation, as it cannot be debated. Build vast powers, that the public are unaware of. Keep them as an arsenal of weapons.
5. Delay answering serious questions for years. Until after the next Election. Then, beyond that. Till they forget.
6. Maintain the illusion that MPs are “accountable” to their electorate. Make sure they are not! Wave and flatter.
7. Hold a General Election: discuss 50 to 100 important issues. Allow voters one vote to decide upon everything.
8. Permit their vote only once in four or five years. To re-elect you. And keep power within the same main Parties.
9. Call the defrauding process “democracy”. Bathe in its history. Better still, declare it “the finest in the world!”
10. Export powers to the EU Commission. Never ask the electorate! Rather, disguise the truth. Treat them as fools.
11. Transfer billions of pounds to this undemocratic organization, famous for its dubious accounting, not passed by auditors for 16 successive years. No need to follow the money. Just carefully avoid arrest for fraud yourself!
12. Refuse a referendum on the EU. But hold ones for mayors, unwanted regional assemblies, or Alternative Votes. Change the voting system to AV. Then the main Parties may have larger slices of the vote and get irreplaceable.
13. Share people’s private information with the EU and USA, without guarantee. Put EU police powers over them.
14. Waste billions on an Identity Card system: insecure, ineffective and despised. Dump it. (The EU will revive it.)
15. Drain the electorate of their sovereign power. Swamp Parliament with EU law, which cannot be corrected by it. Milk both systems. Who checks? Who has the time? Just keep the People busy! Agree with complaints. Only.
16. Make democratic protest ineffective. Use the EU Charter of Fundamental Human Rights and Constitution and the EU European Court to complete the switching of democratic control to yourselves and colleagues abroad.
17. Make “rule by the People” a practical nonsense. Describe it as “liberal democracy” instead. It tricks the crowd.
